Speech of the Secretary General of the International Public Association “Generals of the World — for Peace”, lieutenant-general Vladimir CHIKOVANI

Dear guests, participants and organizers of today’s celebration! Ladies and gentlemen!

The President of the International Public Association “Generals of the World — for Peace”  major-general Anatoly Skarghin entrusted me to tell you the words of congratulation on celebration of the 45th anniversary from the date of beginning of participation of Russia, including the Soviet period, in UN peacekeeping operations, and the 20th anniversary from the date of foundation of your organization – the Russian Association of Veterans in UN Peacekeeping Missions.

For 45 years our peacekeepers have visited 30 peacekeeping operations. It is appropriate to recall that it began in November 1973 when 36 officers were included in structure of the UN mission to supervise the truce in Palestine around the Suez Canal and at the Golan Heights. All this time in all UN peacekeeping missions more than 2.5 thousand our officers were military observers (military experts of peacekeeping missions) under the blue flag of the UN.

And now the Russian officers-peacekeepers continue their hard service for prevention of armed conflicts, for reconciliation of conflicting parties and for peaceful life in territories where the armed opposition had come to an end, and in nine UN Missions to increase authority of Russia as a country always ready to come to the aid of other nations.

I am quoting your president Sergey Lavrov:

“Peacemaking is an important tool for the solution of many foreign policy problems which Russia is facing. It affects image of Russia abroad, it allows participating in solution of crisis in hot spots and in general it increases our influence in the UN. If Russia does not use peacekeeping forces and hold key positions in the UN Missions, nobody will listen to its opinion”.

The uniqueness of Sergey’s peacekeeping experience is that lieutenant Lavrov graduated from the Foreign Languages Military Institute and became a peacekeeper 45 years ago, almost on the same date – from the beginning of participation of our country in UN peacekeeping operations. So, we are celebrating two 45-year anniversaries: Russia’s and his personal.

His biography is not only an archives of historical operations of Russia under the UN flag, but also an example of fidelity and devotion to the peacemaking missions so far. And he continues to serve peacekeeping as the President of the Russian Association of Veterans in UN Peacekeeping Missions.

Due to the anniversaries I have the honor to read out the order of the President of the International Public Association “Generals of the World — for Peace” major-general A. Skarghin”.

Vladimir CHIKOVANI awarded Sergey LAVROV with the highest award of the International Public Association “Generals of the World — for Peace” – “The Dove of Peace” medal.

The word “peacemaker” is made up of two words: “peace” and “maker”, therefore peacemaker are those who make peace in the world, and nothing on Earth can be higher and more important  than this mission.
