THE REGULATIONS
on volunteers invited to assist with the events of the International Public Association
"Generals of the World - for Peace"

1. Scope of the Regulations

The volunteering and peacekeeping activities shall be voluntary activities of young people/citizens of the Kyrgyz Republic and other countries, which are to be carried out in free will, and be aimed at disinterested assistance in carrying out a wide range of social activities performed by the Association, including traditional forms of mutual support and self-help, fundraising and other forms not prohibited by law.

The volunteering and peacemaking activities shall be the assistance in fulfillment of statutory objectives of the Association, in strengthening friendship and understanding among nations at the local, national and international levels, thus contributing to intensification of human activities in creating conditions of peace and security of living.

The volunteering and peacekeeping activities shall be the activities performed voluntarily under supervision of the Association and without any compensation or payback. One can become a volunteer-peacekeeper not for financial reasons, but for the sake of helping other people in difficult situations, and for invaluable personal life experience.

The volunteering and peacekeeping activities provide great opportunities which allow young people to look at themselves and the world in a new way, to realize their potential and to get recognition through participation in social life, to get an extended education, to expand a circle of friends and acquaintances at the international level, and to establish contacts.

2. Basic Definitions

The Regulations shall use the following terms and definitions:

A volunteering - a set of social relations with regard to activities exercised by individuals voluntarily at their off-duty hours and for the benefit of statutory objectives of the Association;

A volunteering activity (a volunteering peacekeeping activity)- voluntary, social, socially useful activities carried out through work, provision of services in the forms and types as provided by the Regulations, without any monetary or material compensation (except for the cases of possible reimbursement of expenses arising from the volunteering and peacekeeping activities);

An authorized body of the volunteering and peacekeeping activity - a body of the Executive Bureau of the Association which initiates, supports and stimulates volunteering activity;

An initiator of the authorized body – a head of the authorized body under the Executive Bureau of the Association;

A volunteering and peacekeeping organization - a non-profit organization focused on fulfilling the statutory objectives of the Association which implements volunteering programs and projects and involves volunteers in the activities on behalf of the Association;

A coordinator of volunteers – an official person appointed by a volunteering and peacekeeping organization to be responsible for organization of volunteering work and coordination of volunteer’s activities;

A volunteer – an individual who carries out in off-duty hours a voluntary socially useful activities in the forms and types as provided in the Regulations, without any monetary or material compensation (except for the cases of possible reimbursement of expenses arising from the volunteering and peacekeeping activities);

A volunteer-peacekeeper – an individual admitted as a member of a volunteering and peacekeeping organization of the Association, the one who carries out in off-duty hours a voluntary socially useful activities in the forms and types as provided in the Regulations, without any monetary or material compensation (except for the cases of possible reimbursement of expenses arising from the volunteering and peacekeeping activities);

A volunteer’s personal book - a document in accordance with the standard form of the Association, in which volunteer’s activities and training background shall be recorded. A volunteer who has expressed a desire to participate in the peacekeeping programs of the Association shall have an identification number and a volunteer’s personal book ;

A volunteer’s register – a list of volunteers invited to participate in the volunteering and peacekeeping programs with the indication of a registration (identification) number, name, middle name, last name, place of residence, type of volunteering activity;

A volunteering and peacekeeping program - a set of measures aimed at the fulfillment of statutory objectives of the Association which is to be implemented using the work of volunteers-peacekeepers and volunteers from other peacekeeping organizations;

A volunteering and peacekeeping action - a one-time event aimed at the fulfillment of statutory objectives of the Association, the participants of such action shall be volunteers-peacekeepers and volunteers invited from other peacekeeping organizations;

A fundraising – a public work of volunteers-peacekeepers to invite funds of individuals, private businessmen or governmental bodies to the non-profit sector, including for the fulfillment of statutory objectives of the Association and for charity;

An information network of the volunteering and peacekeeping movement - an open information resource created by the authorized body of the Association on the information and telecommunication network "Internet"; it shall provide the possibilities of keeping electronic diaries and mechanisms for promotion of common tasks and goals to support the volunteering and peacekeeping activities of the Association.

3. Main Principles of the Volunteering and Peacekeeping Activities   

3.1. The volunteering and peacekeeping activities shall be carried out by citizens of the Kyrgyz Republic and other countries at the invitation of the Association in accordance with the principles of:

3.1.1. Free, voluntary, equal and legitimate activity of volunteers-peacekeepers;

3.1.2. Transparency and accessibility of information on the volunteering and peacekeeping activities;

3.1.3. Humanity and respect for human rights and freedoms in the volunteering and peacekeeping activity;

3.1.4. Equality of all people, irrespective of sex, religion, nationality, language, social status and age, in the right to carry out the volunteering and peacekeeping activities;

3.1.5. Solidarity, integrity and cooperation among volunteers-peacekeepers;

3.1.6. Life safety in the course of the volunteering and peacekeeping;

3.1.7. Equal and mutually beneficial international cooperation in the field of the volunteering and peacekeeping.

3.2. The volunteering and peacekeeping activities shall not be aimed at supporting certain political parties, at promoting goods, commercial works and services.

3.3. The volunteering and peacekeeping activities shall not substitute the activities of any governmental bodies and local self-government bodies, and the governing bodies of the Association in execution of powers.

4. Goals and objectives of the volunteering and peacekeeping activities of the Association

The volunteering and peacekeeping activities shall be carried out for the purpose of strengthening peace, friendship and mutual understanding among nations and, in accordance with the statutory objectives of the Association, shall be aimed at promotion of the following:

4.1. To form mechanisms for involvement of people in a range of social activities aimed at improving the quality of life and promoting peaceful forms in human activities for the sake of development of human society;

4.2. To assist the law enforcement agencies in prevention of offenses, to contribute in prevention of social, ethnic, national and religious conflicts;

4.3. To assist people in participation in the republican and international events to be held by the Association, and to help people in mastering the first-aid skills, basics of life safety, ecological protection, and in social work with various target groups and categories of people;

4.4. To train a personnel reserve of volunteers-peacekeepers of the Association, to develop and support initiatives of young people aimed at promotion of the volunteering and  peacekeeping among youth in the Republic and other countries;

4.5. To promote the volunteering and peacekeeping movement of the Association through mass media, to cooperate with international volunteering and peacekeeping organizations;

4.6. To participate on the free-of-charge basis in major meaningful national and international events with the consent of the Association and initiators of such events;

4.7. To promote the formation of civic-mindedness, self-organization, responsibility for peace, solidarity, social justice, mutual assistance and mercy in human society.

5. Main forms and types of the volunteering and peacekeeping activities of the Association

5.1. The volunteering and peacekeeping activities shall be carried out in the form of:

- Individual volunteering and peacekeeping activities;

- Volunteering and peacekeeping as a part of a public association or a group;

- Volunteering and peacekeeping through any other volunteering organization.

5.2. Main types of the volunteering and peacekeeping activities shall be:

5.2.1. Assistance to persons affected by natural disasters, environmental or man-made and other disasters, social conflicts and accidents, to victims of crime, to refugees and internally displaced persons, and to any other categories and groups of persons in need of assistance and support, including in the health, education and social protection institutions;

5.2.2. Participation in public warning about natural, environmental, man-made and other disasters, participation in remedial action;

5.2.3. Participation in protection of the environment, improvement of territories;

5.2.4. Participation in creation of opportunities for creative expression and disclosure of creative potential of everyone, in preservation of cultural heritage and historical and cultural environment, monuments of history and culture;

5.2.5. Participation in development of education, science, popularization of knowledge, development of innovation;

5.2.6. Participation in development and popularization of physical culture, sports and active leisure activities, in the holding of local, national and international sport events and competitions, and other spectacular and social events;

5.2.7. Promotion of healthy lifestyles, initiating and carrying out preventive work to stop the spread of socially dangerous diseases.

6. An authorized body of the volunteering and peacekeeping activities of the Association

6.1. The authorized body of the volunteering and peacekeeping activities of the Association (hereinafter - the Authorized Body) shall be established under the Executive Bureau of the Association from among the members of the Association, and shall initiate, support and stimulate the volunteering and peacekeeping activities, and shall involve volunteers from other organizations and countries to assist the Association in the fulfillment of statutory objectives.

6.2. The Authorized Body shall be headed by the Initiator of the volunteering and peacekeeping activities to be appointed by the Executive Bureau of the Association.

7.  Tasks of the Authorized Body Initiator, same as the Initiator of the volunteering and peacekeeping activities of the Association

7.1. Development of programs for the development and promotion of the volunteering and peacekeeping activities carried out in support of the activities of the Association.

7.2. Provision of organizational, information, methodical, property and advisory support to volunteers-peacekeepers and volunteering peacekeeping organizations, and to volunteers from other organizations and countries involved in the activities of the Association.

7.3. Registration of volunteers in the volunteers register, keeping records in personal books, and, as may be necessary, issuance of electronic certificates to confirm participation of a volunteer in the events of the Association.

7.4. In order to exercise powers, the Authorized Body Initiator shall hold meetings, workshops, conferences, training seminars, round tables and other events, the information on which shall be posted on the official website of the Authorized Body of the Association on the information and telecommunication network "Internet".

7.5. On proposals of volunteering and peacekeeping organizations, the Authorized Body Initiator shall prepare materials for awarding the most distinguished volunteers, and shall initiate the award of the invited volunteering organizations for the activity and progress in implementation of programs of the Association.

7.6. The Authorized Body Initiator, with the permission of the Association and heads of the volunteering organizations, shall involve volunteers in the performance of dangerous types of work, upon agreement with a relevant governmental body. In this case, the Initiator of the volunteering and peacekeeping activities shall be obliged to take measures to insure the life and health of volunteers in accordance with the procedure and conditions as established by the legislation of the Kyrgyz Republic

8. A Volunteering and Peacekeeping Organization of the Association

8.1. To hold events, the volunteering and peacekeeping organization shall involve volunteers from the Kyrgyz volunteer register and volunteers from other countries 

8.2. The volunteering and peacekeeping organization, for more qualified performance of volunteering activities, shall have the right to involve organizations carrying out educational activities, to train volunteers, to hold special seminars, workshops, meetings, camps

8.3. The volunteering and peacekeeping organization shall submit candidates for awarding the most distinguished volunteers invited from other organizations.

8.4. The volunteering and peacekeeping organization shall give special clothing and reimburse the expenses of a volunteer for travel, accommodation, food, purchase of necessary personal protective equipment and tools, and other expenses in case if such reimbursement is provided by a civil-law agreement to be signed by the volunteer  in hard copy.

9. A Coordinator of volunteers of the Association

9.1. A Coordinator of volunteers shall be appointed by a volunteering and peacekeeping organization responsible for the implementation of a volunteering program, project or action from among the members of the volunteering and peacekeeping organization. There may be several coordinators, depending on the number of programs and the geography of actions. Upon implementation of the program the Coordinator shall report on the work done and shall resign until a new appointment.

9.2. In case of work in emergency zones, the Coordinator of volunteers shall be guided by the legislation of the Kyrgyz Republic, including normative legal acts of executive authorities in the field of civil defense, protection of people and territories from emergency situations.

9.3. The Coordinator of volunteers-peacekeepers shall instruct volunteers, shall distribute work among them, shall determine the place and scope of work of each volunteer-peacekeeper, and monitor their work.

9.4. The Coordinator of volunteers shall interact directly with management of the Association through the Initiator of the volunteering and peacekeeping activities, governmental authorities, local self-government bodies, and other volunteering organizations.

10. Rights and obligations of a volunteer of the Association

10.1. A volunteer shall have the right to:

10.1.1. To freely choose participation in the volunteering and peacekeeping activities based on personal aspirations, abilities and needs, if they do not contradict legislation of a country, the Convention on Human Rights, the Convention on Children’s’ Rights, the current legislation of the Kyrgyz Republic and the interests of the Association and its Articles of Association.

10.1.2. To be instructed on specific goals, tasks and content of the assigned volunteering and peacekeeping work, on the Initiator of the volunteering and peacekeeping activities of the Association, on the appointed Coordinator of volunteers to be entrusted with the implementation of a program or action;

10.1.3. To participate in the information and educational programs and other activities initiated or recommended by the Authorized Body of the Association for the qualitative implementation of the volunteering and peacekeeping activities;

10.1.4. To obtain special clothing and reimbursement of expenses for travel, accommodation, food, purchase of necessary personal protective equipment and tools, and other expenses in case if such reimbursement is provided by a civil-law agreement to be signed with the volunteer in a hard copy.

10.1.5. To obtain letters of recommendation from the Initiator of the volunteering and peacemaking activities and a volunteering peacemaking organization, and to make records in a volunteer-peacemaker’s personal book about the work done, place of work, number of working hours, awards and additional training of volunteers;

10.1.6. To maintain confidentiality of personal data and other information disclosed to the Initiator of the volunteering and peacekeeping or the Coordinator of volunteers;

10.1.7. To substitute the production (study) practices by the volunteering and peacekeeping activities, provided that the performance of work is confirmed by a record in the volunteer’s personal book, or by a Certificate or another document;

10.1.8. Mandatory insurance in cases as provided in the Regulations;

10.1.9. To terminate volunteering and peacekeeping activities at any time, unless otherwise provided by a civil-law agreement to be signed by the volunteer and a volunteering and peacekeeping organization

10.2. The volunteer undertakes to:

10.2.1. To tell a wide range of social groups about the humanitarian goals and objectives of the International Public Association "Generals of the World - for Peace" founded in 2011 in the Kyrgyz Republic as an international platform for uniting all people on Earth who want to live in peace and harmony, to build bridges of friendship in sports, science, culture, business.

10.2.2.  To contribute, by personal example, to the creation of movements: Children for Peace! Youth for Peace! Astronauts for Peace! Writers for Peace! Journalists for Peace! Businessmen for Peace! Millionaires of the World - for Peace!

10.2.3. To fulfill in good faith the tasks received from the Coordinator of volunteers and, upon completion of the work, to notify the Coordinator of the fulfillment;

10.2.4. When carrying out the volunteering and peacekeeping activities, to comply with the requirements established by the Regulations and the norms regulating a certain type of volunteering activities established in the Kyrgyz Republic, of which the volunteer  must be informed by the Coordinator of volunteers;

10.2.5. To comply with the requirements of labor safety, to do no harm to the Association, third parties and the environment;

10.2.6. To keep confidential the information about the Association and in another sphere to which the volunteer has had access in the course of volunteering and peacekeeping;

10.2.7. To not transfer duties to other persons without the consent of the Coordinator of volunteers;

10.2.8. To take care of the material resources and equipment received in the course of the volunteering and peacekeeping activities, and to return them upon completion of work.

11. Legal conditions for the volunteering activities of the Association

11.1. The volunteering and peacekeeping activities within the Association shall be carried out by individuals who can be registered or not registered as volunteers-peacekeepers or volunteers.

11.2. Volunteers shall be registered on a voluntary basis by the Authorized Body Initiator in accordance with the rules established in the Association.

11.3. The volunteering and peacekeeping activities shall be carried out on the basis of a civil-law agreement to be signed with a volunteer and a volunteering and peacekeeping organization, or without signing of such agreement.

11.4. A civil-law agreement shall be signed in hard copy in case if the Initiator of the volunteering and peacekeeping activities and a volunteering and peacekeeping organization should issue to volunteers special clothing and/or reimbursement of expenses of volunteers for travel, accommodation, food, purchase of necessary personal protective equipment and tools, and other expenses.

11.5. A civil-law agreement shall be signed with individuals who have reached the age of 18. It may be signed with individuals who have reached the age of 16 and have been declared fully capable in accordance with the procedure established by the Civil Code of the Kyrgyz Republic. Individuals who have reached the age of 14 may sign the above said agreement with the written consent of their legal representatives.

11.6. The rights and obligations of the volunteer in relations with third parties, as may be necessary, shall be defined by a power of attorney issued by the Initiator of the volunteering and peacemaking activities.

12. The volunteering and peacekeeping activities of foreign citizens and persons without citizenship in programs of the Association

12.1. Foreign citizens and persons without citizenship shall have the right to carry out the volunteering and peacekeeping activities on an equal basis with citizens of the Kyrgyz Republic. Such activities in the Kyrgyz Republic are not regulated by the labor legislation of the Kyrgyz Republic, and are not subject to quota allocation, and do not require a work permit.

12.2. For foreign citizens who re-enter the Kyrgyz Republic as volunteers-peacekeepers, the law may establish a special simplified procedure for obtaining a visa.

13. A registration procedure for volunteers-peacekeepers at the Authorized Body of the Association. A volunteer-peacekeeper’s certificate.

13.1. The registration of volunteers shall be carried out by filling in an electronic application on the official website of the Authorized Body of the Association on the information and telecommunication network "Internet" or by submitting an application in hard copy to the Authorized Body Initiator of the Association.

13.2. Upon consideration of the application, the volunteer with the identification number and personal book shall be included in the register of volunteers-invitees.

13.4. If necessary, a volunteer shall receive an electronic certificate on his/her participation in the volunteering and peacekeeping activities as a part of a volunteering and peacekeeping organization of the Association

13.5. The Authorized Body of the Association shall keep a register of volunteers of the Association.

13.6. All information contained in the register of volunteers of the Authorized Body of the Association shall be personal data and cannot be transferred to third parties, except as required by law of the Kyrgyz Republic

13.7. Processing of information contained in the register of volunteers, including storage, clarification (updating, modification), distribution and destruction shall be carried out by the Authorized Body of the Association on the basis of a volunteer’s application to be submitted in electronic form or in person, in accordance with the legislation of the Kyrgyz Republic on personal data.

15. A support to the volunteering and peacekeeping activities to be provided by the Association

When developing and implementing the volunteering support programs in accordance with the Regulations, the following measures may be provided:

15.1. Logistical support and subsidization of volunteering and peacekeeping organizations and the Initiator of the volunteering and peacekeeping activities of the Association, which are not governmental authorities, local self-government bodies, state and municipal institutions;

15.2. Total or partial exemption of volunteers from payment of the state or municipal services as provided by applicable legislation of the Kyrgyz Republic;

15.3. Total or partial exemption of Initiators of the volunteering and peacekeeping activities and volunteering and peacekeeping organizations from payment for the use of governmental or municipal property;

15.4. Financing on a competitive basis the volunteering and peacekeeping programs, volunteering and peacekeeping events and volunteering and peacekeeping actions at the request of the Authorized Body of the Association;

15.5. Granting the priority right to purchase tickets for all kinds of transport when travelling to the place of the volunteering and peacekeeping activities;

15.6. Other types of support which do not contradict the legislation of the Kyrgyz Republic.

16. Encouragement of volunteers of the Association  

In order to establish a system of motivation for volunteers-invitees, the following awards shall be provided:

-  A letter of appreciation from the President of the Association to the volunteer’s family

- A letter of appreciation from the President of the Association to the volunteer’s educational institution

- The Honorary Certificate

- The Peacemaker’s Button Badge

- The Dove of Peace” Medal - the highest award of the International Public Association "Generals of the World - for Peace."
